Art collector, capitalist and public utility executive of Philadelphia. Elkins' collection was left to the Philadelphia Museum of Art after the death of his son George W Elkins who was also a collector of art.
Mrs. William L. Elkins lent the following artwork to the Hudson-Fulton Celebration, 1909:
